Harare – President Emmerson Mnangagwa on Tuesday received the report on Harare City Council affairs from its chairperson of the inquiry retired Justice Maphios Cheda.
Justice Cheda, the chairperson of the commission of inquiry of Harare City Council affairs handed over a voluminous report to Mnangagwa at State House in Tuesday afternoon.
The commission of inquiry was appointed by Mnangagwa in May 2024 and was made up of a five member committee.
Justice Cheda said Mnangagwa will go through the report but told reporters that their committee discovered that there are “too many dirty hands at Harare city council.”
The commission of inquiry held public interviews of various people including Harare city officials, ordinary people and other people who came voluntarily to give information on the problems affecting the city.
Top on the list was corruption at the city council which is impacting on service delivery.
Senior council officials are involved in rampant corruption and several have been arrested or are facing criminal charges at the courts.
The commission heard that the city is not getting enough revenue from its entities such as City Parking, Rufaro Marketing, Harare Quarry among many others where city council money is being looted.
Land barons were also mentioned at the commission of inquiry and they were accused of selling city land illegally.
Harare residents have long complained of poor service delivery by the city council with garbage not being collected, burst sewer pipes, poor potholed roads and lack of consistent water supply.
